You don't need to get ascended gear unless you want to run high-level fractals (in which case you need the infusion slots). However, it's a good long-term goal, especially if you plan to play WvW or do raids. Ascended gear can be upgraded with agony infusions, which provide the agony resistance needed to survive high-level fractals.
And to answer your question: No, I would instead say "let's learn to play or change strategy/build or change stats combination." It should require exotic gear, gw2 is casual friendly and shouldnt require ascended gear to be able to do raid content. Not everyone got time/RNG to get ascended and shouldnt be excluded.
It highlights various methods to get variants of gear, and it's a good little handhold to get started. Pair with gw2efficiency, and you can figure out what's cheapest or fastest pretty easily. Typically, people put +9 Agony Resistance in accessories, rings, backpack and weapons. And +7 AR in armour. Fractals drop ascended in t4 at a much better rate. The irony is you need ascended to run t4. If you are in exotics stick to t1 and t2, t3 is very iffy you need at least some ascended, this is not only for stats but for AR, you cant get the amount of AR needed in t4 from exotics at all.
